Call for Proposals

About The Project

A generous donor has offered to commission an iconic seaside sculpture for the enjoyment and enrichment of all Oak Bay citizens and visitors. The theme for the sculpture, which is hoped to become a permanent and treasured landmark, is "SEA LORE" inspired by the maritime character of Oak Bay.

Proposed placement will be on a rock in Oak Bay that can be viewed along the sea wall. The exact location in the bay (between Haynes Park and Queens' Park overlooking the Oak Bay Marina) is still to be confirmed.

Two options currently being considered (see photos below) are: the large dry rock (in the center of photos #1 & #2) which is near Haynes Park at one end of the bay and looks towards the marina and beyond the rock in the center of the bay (which appears in the center of photo # 3)

About Oak Bay

The municipality of Oak Bay, part of Greater Victoria, is located on the south eastern tip of Vancouver Island, British Columbia. Surrounded by beaches and parkland, its scenery offers splendid views across the Strait of Juan de Fuca part of the Salish Sea. Oak Bay is known for its fine residential architecture, its picturesque gardens and for its old world atmosphere. This geologically interesting area is also home to the unique and rare Garry Oak Meadow ecosystem. Our 18,000 residents have a deep attachment to the natural and built environment.

Sea Lore Sculpture Context

Oak Bay enjoys a uniquely beautiful seaside location. The sea draws our attention, nurtures our well-being and inspires all who live here. Our coast is rich in sea life, birds and plants and there is a long history of indigenous activity and settlement along its shores. For over a hundred years, there has been a boat house or marina on the bay and the municipality is also home to the Royal Victoria Yacht Club. There is a tradition of nautical sports and activities like paddling, sailing, fishing and beach walking. The Sea Lore sculpture is meant to celebrate Oak Bay and its maritime character -- past, present and the future.

Call For Proposals

Artists are invited to submit their sculpture proposals (see attached application form) for the Oak Bay Sea Lore sculpture competition.

1. Criteria

Due date for proposals: September 7, 2018

Expected fair market value: $40,000-$45,000 CDN

Material: bronze or similar long-lasting durable material able to withstand the elements including saltwater and high winds.

Dimensions: recommended height is 5 to 8 feet tall

Suitable and scaled to its seaside site and specifications.

Proposals will be judged on: artistic merit; interpretation of the Sea Lore theme as it relates to Oak Bay; refinement of design and concept; creativity and originality; skill and technique; and feasibility.

2. Jury Process

Proposals to be reviewed by a jury of the Oak Bay Arts Laureate, members of the Public Art Advisory Committee, the donor and a prominent member of the art community.

Jury will choose up to three finalists who will be given a $1000 CDN stipend to allow for creation of a maquette of their proposed work.

The jury will make its final decision on the basis of the maquette which will also be reviewed by municipal staff for technical feasibility and public safety.

3. How To Apply
